Centre to Revise Eligibility Norms for Deemed Universities

UGC is expected to approve the revised eligibility norms for institutes vying for deemed university status. The new rules will forbid the inspection team from accepting any sort of hospitality from the institution that has applied for deemed university status.

Centre to Revise Eligibility Norms for Deemed Universities

The Union Ministry of Human Resource Development is planning to revise the norms for institutes vying for deemed university status. Earlier, the centre had revised the rules for deemed universities in 2016 and the government is likely to revise norms once again.

UGC is expected to accept the proposed rules at a meeting that is scheduled to take place on August 02, 2018. If accepted, all the institutes applying for deemed status will have to follow the new eligibility norms.

Revised Eligibility Norms for Deemed Universities Proposed by MHRD:

The following are some of the revised norms proposed by MHRD for granting deemed university status to higher learning institutes.

  • The centre relaxed the performance in NIRF Ranking for achieving deemed university status. Earlier, institutes in top 20 ranks in a specific category or top 100 in overall rank of NIRF were eligible to apply for deemed varsity status. As per the revised rules, institutes in top 50 ranks in a specific category or top 200 in overall ranks are eligible to apply for deemed university status.
  • The institutes must have a NAAC grade and the minimum score to be eligible for deemed university status is 3.01.
  • Institutes with NBA (National Board of Accreditation) accreditation for two-thirds of courses (for two consecutive cycles) is also eligible to apply for deemed university status.
  • Institutes vying for deemed university status should have at least 2,000 students and 100 regular teachers on campus.
  • The new rules will forbid the inspection team from accepting any sort of hospitality from the institution that has applied for deemed university status.
  • As per the new norms, it has been decided that only the best among the newly deemed varsities would be allowed to establish off-shore centres.
  • Also, the teacher vacancy should not exceed 10%of the sanctioned strength.
  • To be granted deemed university status, it is mandatory that it has multi-disciplinary courses and a high research output.
  • The entire expenditure on the physical inspection will be borne by UGC.

If the new norms are approved it will lead to higher entry bar. It will also offer more freedom to the institutions in terms of pedagogy and redesigning curriculum.
