The Osmania University, Hyderabad is struggling with a severe shortage of funds. The budget deficit in 2018-2019 was Rs. 63.18 crores and it has increased to Rs. 75.01 crores in 2019-2020. An academic senate was held on 27th March 2019, Wednesday, in which this issue of the shortage of funds was declared.
The dean of the faculty of commerce, K Shankaraiah presented the budget for the academic session of 2019-2020 at the Senate. He said that despite pooling in all the resources that were available like the exam fee fund account, account of the university’s foreign relations, interest that was earned on pension corpus fund, affiliations, PGRRCDE account, account of the Directorate of Admission, account of self finance courses etc., they were still falling short of Rs. 75.01 crores. This shortage was against the overall expenditure of Rs. 617.66 crores on pensions, pay allowances and maintenance expenditure.

Osmania University has been reeling under a budget deficit for four years now and it keeps increasing every year. In 2016-2017 the deficit was around Rs. 47.18 crores and it has now reached Rs. 75.01 crores. This eventually affects the academic as well as the infrastructural development of the university.
S Ramachandram, the Vice Chancellor of Osmania University, has attributed this deficit to the failure of the Government of Telangana in releasing book grants. He said that they are supposed to receive an enhancement of 15 percent from Telangana’s government, which comes to a sum of Rs. 45 crores. This expenditure is covered by the resources of the university. S Ramachandram also said that he will be writing a letter to the state government for sanctioning an enhanced and full-fledged book grant that will help them overcome the shortage.

After receiving financial support from the government, the university will begin renovating and restoring the hostel buildings and the constituent colleges and that is estimated to cost Rs. 10 crores. It will also start the construction of four academic blocks for University College for Science, University College for Women, University College of Education, and Nizam College which will cost them around Rs. 40 crores. The university is also intending to develop sports facilities and beautify gardens and the entire campus.
