UGC Sets New Regulations, Varsities to Get More Autonomy

UGC Sets New Regulations, Varsities to Get More Autonomy

The University Grants Commission or UGC has set some new regulations for universities through which the varsities will get more autonomy. Reputed central varsities like Delhi University can now launch new departments, centres and schools without taking approval from UGC. All the new departments, schools or centres set up by the varsities will come under self-finance mode. UGC is planning to extend this facility to more universities.

The UGC will also extend these regulations to private deemed universities like BITS. Through these new regulations, private deemed varsities could set up offshore campuses in various parts of the country.

The commission will also allow central varsities to hire international faculty ranging up to 20% of its total faculty strength. The varsities can also reserve 20% seats for international students. The varsities will also have autonomy to fix their fee structure for the courses that come under self-financing mode.

According to the new regulations of the UGC, the varsities have been divided into three categories based on NAAC accreditation and NIRF Rankings. The varsities that come under the first two categories will have the greater autonomy.

All the universities that have NAAC accreditation with a score of 3.5 or above are termed as Category I. (Or) the varsities must be listed among the top 50 institutes in NIRF Rankings for two consecutive years.

The University Grants Commission or UGC is seeking public opinion on the new rules and guidelines. The citizens can submit their feedback on the same or before June 15, 2017.

Deemed universities can start offshore campuses without seeking UGC approval. Here, private universities or deemed varsities have to send only the list of offshore campus, and UGC will not carry out any inspection.
