DUTA to Discuss About Creating IoE and Board of Governors within DU
The Delhi University Teachers Association (DUTA) has called for an emergent meeting after the varsity decided to prepone the implementation of the Draft New Policy from 2020 to October 2019. The teachers claim that the proposal will lead to “denigration and disintegration” of the varsity.
After the University of Delhi had announced that they will be establishing an “Institute of Eminence” as well as replacing different statutory bodies, the Delhi University Teachers Association (DUTA) have decided to hold a meeting in this regard.
As per sources, Delhi University had declared to move up the implementation of the Draft New Education Policy from 2020 to October 2019. DUTA stated that the implementation will adversely affect the distinction of the varsity.
As per the decision of the varsity, an “Institute of Eminence” will be established within the University and the different statutory bodies like the Academic Council and the Executive Council will be replaced by a Board of Governors, which will be all-powerfull.
The Delhi University Teachers have conveyed their animosity towards the establishment of an Institute of Eminence within the varsity. They stated that the distinction of the varsity will be stripped away and will be a definite method to disintegrate and defame the varsity.
DUTA also opposed the varsity’s motion towards the replacement of the different statutory bodies. The varsity aims to implement the proposals in the Draft New Education Policy, which states that all statutory bodies should be replaced with a Board of Governors. The previous arrangement was to implement the Draft New Education Policy from the next academic year. However, the varsity has decided to pre-pone the implementation process to October 2019.
In a statement released by the teachers, they stated that all of Delhi University shares the status of eminence. Further, teachers and the various stakeholders have taken part in creating the status of eminence for Delhi University. They stated that this status of eminence will be stripped away from the varsity with the establishment of the parallel body, as it will receive all the limelight and the government backing.
As per the Draft New Education Policy, the teachers stated that the advancement of the Draft New Education Policy has been undertaken by the Constitution to remove the statutory bodies like the Academic Council, Executive Council, College Staff Council and Departmental Councils by one powerful Board of Governors (BOG). Moreover, the BOGs will also not be answerable to either the Executive or the Academic Council and they will also be working under the Rashtriya Shiksha Aayog.

The teachers added that the implementation of the proposals will also remove the elected component and will instead nominate members separate from the stakeholders of the varsity. They alleged that a provision to weed out inconvenient elements regularly. The teachers stated that the varsity will be implementing the garb of “BOG-ruled autonomous structure” within DU. They stated that the institute will receive a grant from the Government of ₹1,000 crores in 10 years. Further, all the workings and different matters of the Institute will not be examined by the Academic Council, Executive Council and/or the Finance Committee

The teachers from the varsity have claimed the University is being dismantled with the help of the “eminence” tag. They stated that the money offered by the government could have been used to improve the infrastructure and overall benefit the University.
