AP Polytechnic Lecturers Hope to Participate in AICTE’s Quality Improvement Programme (QIP)

Government Polytechnic lecturers in Andhra Pradesh are highly disappointed over state government’s reluctance in sponsoring the polytechnic lecturers for AICTE’s QIP (Quality Improvement Programme). Due to the state government’s reluctance, polytechnic lecturers across the state are losing the chance to upgrade their skills. For the past three years, the state government has not been sending the lecturers for the advanced training programme. Thousands of lecturers are willing to take part in QIP.

AICTE launched QIP programme over 17 years ago with a motive to improve the quality of technical education at technical institutes that offer diploma courses. QIP programme is being conducted by AICTE in technical institutions where the infrastructure, faculty and facilities are of international standards. QIP programme will provide the teachers with an opportunity to involve in an environment of sophisticated development and research activities. At the end, the programme will improve the standard of technical education at parent polytechnics.

Currently, AICTE is conducting QIP in the following ten institutes: -

  • ABIIITM Gwalior
  • MNIT of Jaipur
  • NIT of Durgapur
  • NIT of Calicut
  • NITK of Suratkal
  • NIT Tiruchirapalli
  • NITTTR Chandigarh
  • Jadavpur University of Kolkata
  • MNNIT of Allahabad
  • MBM Engineering College of Jodhpur

According to AICTE norms, higher qualifications are mandatory for promotion to higher posts or cadres such as Principal of Polytechnics and Head of the Department. Under career advancement scheme, AICTE prescribed different periods of service for teachers having M.Sc, M.A and B.Tech to that of teachers having Ph.D. and M.Tech.

AICTE offers only 100 seats per year for Quality Improvement Programme. There is a massive demand for QIP offered by AICTE. Many state governments have been sending their polytechnic lecturers for QIP by paying them full pay and allowances.

The Department of Technical Education (AP) has been sending the list of selected lecturers for QIP since 2014. However, the Finance Department has not been accepting the proposals of the Department since the last three years. Even if a teacher is willing to take part in QIP by applying for leave, the state government is not relieving the staff with full pay and allowances.
