Addressing an international conference organised by the Asian Development Research Institute titled ‘Bihar and Jharkhand: Shared history to Shared Vision’, President of India, Shri. Pranab Mukherjee indicated that the states of Jharkhand and Bihar need to focus more on investing in education sector beyond the accepted norm with an objective to speed up the development plans.

He also explained the significance of non-state facilitators that include civil society organisations, absence of whom can limit the development process of any state in particular. He pointed that international experience reveals that human development can be an alternative strategy for development in the disadvantaged regions. Therefore, it is important to focus on the development of productive forces rather than mere industrialisation in these regions.

Shri Pranab Mukherjee indicated that the aspirations of people in Jharkhand and Bihar have become higher than before since there has been a shift in political powers.

He further explained that education is the most important aspect of the development process and it is time for both the states to start investing in this sector. The alternative development strategies can be successful only through investing in the education sector. He clarified that education is not merely an economic advantage for educated persons alone. Development of the society is vested with education.

He further explained that education would enable the people to extend their cooperation in developmental activities and increase their participation. Therefore, both the state governments shall try and make education the top priority and take steps accordingly.
