HRD Ministry to Seek Monthly Reports on Ragging Complaints

HRD Ministry to Seek Monthly Reports on Ragging Complaints

HRD Ministry has decided to direct higher learning institutes to submit a monthly report on ragging complaints, the status of the complaints and satisfaction level of parents on the way the institute is taking steps to resolve the issue. These institutes will also have to report the reasons for closing any complaints without action.

The decision was taken when the officials of the HRD Ministry, UGC, AICTE, Indian Nursing Council (INC) and Indian Council of Agriculture Research (ICAR) attended a meeting to review the anti-ragging initiatives and programmes that are being taken at higher learning institutes across the country. It was decided that universities and colleges must submit a monthly report on the prevalence of ragging on their respective campuses.

The regulatory bodies that are responsible for monitoring the anti-ragging committees will also have to submit complete year-wise details on the funds allocated and spent to regulate the instances of ragging in educational institutes.

A committee constituted by Supreme Court of India to conduct a ‘Psychological Study of Ragging in Selected Educational Institutes in India’ had clarified that over 40% students face ragging in educational institutes. However, only 9% of ragging complaints or issues come into the limelight and reported to the concerned authorities. The committee also confirmed that the prevalence of ragging is high in medical colleges.

Contrastingly, an official of UGC mentioned that the parents and students are more confident of reporting issues related to ragging. The number of cases registered in 2017 was also very high. However, it is not correct to indicate that the prevalence of ragging is higher in all educational institutes, he added.
