Indian Institute of Technology Madras is planning to focus on research and international collaboration in the next strategic plan. IIT-M established a similar strategic plan five years ago to make a systematic analysis of their performance in comparison to other foreign institutions.
As per the earlier analysis, it was noted IIT-M requires more PhDs and that is even the institute started having four to five engineering Ph.D. students. Earlier there were only one or two researchers in each department but with the strategic planning, the number has gone up. Due to this move students work in a group and learn from each other rather than working in isolation. They also conduct conferences, seminars and training sessions related to their research and coursework.

We have a histogram done and we see the improvement if the IIT-M students faculty and students are publishing the papers in same journals. He also said that there has been a great improvement as the number is increasing every year.
