UGC Panel Recommends Encrypted Bar Codes over Roll Numbers to Curb Malpractices in Exams

A panel constituted by the University Grants Commission (UGC) has recommended the implementation of encrypted barcodes system over roll numbers to eradicate malpractices in the university exams and facilitate on-demand exam option for students. The recommendations were made as a part of UGC’s initiative to overhaul the existing exam system in the universities and colleges. The committee formed by the UGC was entrusted with the responsibility of suggesting exam reforms.

The committee recommended that the question papers of exams should be transmitted to the exam centres digitally (through the internet) just before the commencement of exam. For this purpose, the exam centres should be equipped with the necessary infrastructure and equipment. Use of barcode question papers will curb malpractices and cheating in the exam centres, the committee submitted.

The nine-member committee also recommended continuous international evaluation and external tests for UG, PG, M.Phil, and Ph.D courses. At the same time, the existing system of framing question papers has to be changed. The question papers of university exams are merely focused on testing rote learning ability of students instead of actual learning, suggested by the committee.

The nine-member UGC committee headed by former VC of the Central University of Rajasthan, MM Salunke submitted a report ion possible exam reforms on January 29, 2019. The committee has made numerous suggestions and recommendations with regard to exam reforms.
