Delhi University PG Hostels Get OBC Reservation Demands from Students

The students belonging to the OBC categories claim the Post Graduate level hostels of Delhi University has not implemented the 27% OBC quota reservation as per the UGC Directives according to an act enforced in 2006.

A group of Delhi University students belonging from OBC (Other Backward Classes) category has demanded reservations in hostel accommodation facilities of Delhi Univesity. The students have claimed that according to the norms implemented by the university grants council, there are guidelines laid for reserving accommodation of OBC students in University hostels. But most of the universities do not follow the rules to give accommodation reservation in hostels to the Post Graduate level OBC students.

Delhi University PG hostel facilities like Gwyer Hall, Jubilee Hall, D.S. Kothari Hostel, Mansarover Hostel, Post-Graduate Men's Hostel, Meghdoot Hostel & V.K.R.V. Rao Hostel, and most of the other hostel’s official notifications do not mention the reservation for OBC students.

One of the students who recently enrolled under a post-graduate course in the University of Delhi has said that the UGC has directives for the hostels to strictly observe the reservation percentage implemented by UGC in the notifications. He added that in case of Post Graduate (PG) students hostels, there is no reservation of OBC students in the hostels.

Another student has said that the Post Graduate Hostels of Delhi University take admission on the basis of merit rank of the students scored in the entrance and the OBC students face issues as the private accommodation facilities are much costly for them.

The University Grants Council circulated the Central Educational Institutions Reservation in Admission Act 2006 & Amendment Act 2012 to be obeyed by the Central Educational Institutions. The acts direct them to implement reservation specifications including the admission of OBC category students in these Institutions.

According to the Ministry of Human Resource Development, the UGC has issued an instruction to all grant-in-aid institutions funded under the Central Government, except the minority Institutions under Article 30 (1) of the Indian Constitution to mandatorily implement 27% accommodation reservation for OBCs. The ministry told the parliament two years ago that 22 of 40 central universities have successfully implemented the directions to reserve OBC accommodation according to the prescribed rate as per the data of 2015-16.

The ministry added that all the Indian Institute of Technology (IITs) have implemented 27% OBC accommodation reservation in their hostels. Where 13 out of 19 IIMs (Indian Institutes of Management) and 22 out of 31 National Institute of Technology (NITs) have implemented the directives in their hostels.

However, in recent times, a report released by Round Table India Portal reported that there are no provisions for OBC category reservations in other hostels of Delhi University, Banaras Hindu University, University of Hyderabad, Allahabad University, Patna University and other universities across the country.
