The centre is planning to implement reservations for faculty positions for SC, ST and OBC candidates in various B.Ed colleges & universities across the nation. National Council for Teacher Education (NCTE) has released an official notification on the same. According to NCTE, there are around 12,000 teacher-training institutes in India offering M.Ed and B.Ed programmes. The NCTE Regulations of 2009 had a section on the reservation, and the NCTE Regulations of 2014 did not define these regulations clearly.

Now, the government has issued a separate notification by making amendments to NCTE Regulations 2014. According to the revised regulations, a new clause has been inserted to the existing regulations that define the reservation policy for SC, ST and OBC candidates. On the other hand, the government has also made National Eligibility Test or NET mandatory for securing a job in B.Ed colleges. However, B.Ed qualification is enough for the candidates to teach in schools.

All the colleges and universities that offer B.Ed course must follow the revised regulations, and make appointments. These colleges must strictly follow the reservation rules, and recruit only NET qualified candidates as the faculty members.

Recently, HRD Minister Prakash Javadekar expressed his disappointment over the degrading standards in the teacher training institutes. The ministry decided not to give grants for new B.Ed colleges this year, and instead, carry out quality check in the existing colleges. The government will also impose more restrictions on newly opened B.Ed colleges across the country to maintain standards. The ministry also issued show-cause notices to 4,000 B.Ed colleges that failed to submit the quality affidavits.
