IITs Must be Allowed to Select Their Directors: HRD Ministry Panel

The committee appointed by HRD Ministry made several suggestions after examining the new IIMs Act. According to the committee, IITs should be allowed to pick their own directors and to have more women BOGs.

A year after IIMs were granted full autonomy under a new act, a committee of IIT directors was formed by the HRD Ministry to suggest changes in the existing IITs Act.

The panel consisted of seven members and was headed by M Anandkrishnan, former IIT-Kanpur chairman. The panel was set up by the HRD Ministry to recommend changes that must be included in the existing IITs Act. The directors of IIT Madras, IIT-Kanpur,IIT- Bombay, IIT Delhi and IIT-Kharagpur were other panel members.

The panel was asked to supervise and suggest changes in the composition of the Board of Governors (BoG) of the IITs across the country. The panel held two meetings on 5th and 9th November 2018 to examine the new IIMs Act.

After the meetings, the panel suggested that there should be an expansion of the Board of Governors. As of now, the director is appointed by the IIT Council. The panel made several recommendations to make an amendment to already existing clause 6, clause 11 and clause 17

According to clause 11 of the IIT Act, the BoG consists of nine members who are usually directed by the government. As per the recommendation, there should be 15 members out of which five should represent the institute's alumni

The panel suggested that out of the 14 members, two members should be women and one member should be either from Scheduled Tribe or Scheduled Caste category.
