In a move to make exam results comparable during admissions to colleges and universities, the government is going to introduce a standard and uniform question paper pattern for all exam boards belonging to different states at the 10th and 12th level, where questions will be distributed at a uniform level - tough, moderate and easy questions.

In view of the same, a committee was set up by the HRD ministry last year. It was headed by the chairman of the Meghalaya board and had seven members from various boards. The committee had submitted its reports while recommending a standard question paper design. The proposals have been accepted by most of the states.

The committee consists of different members from-

  • Various state boards

  • CBSE and

  • NCERT

The move came after Delhi University’s Shri Ram College of Commerce was in the news for admitting a large number of students from Tamil Nadu with high marks. These students had scored higher than their counterparts from other state boards. Out of the total 188 B.Com (Hons) students admitted to the college, 129 were from the southern state. Of these students, 33 were from a single school- Bhartiya Vidhya Bhavan in Erode, the HRD ministry informed Rajya Sabha.

The recommendations of the committee-

  • Based on the recommendations, distribution of questions will be 30% difficult, 40% moderate and 30% easy

  • Since the state boards follow different syllabi and they do not have a common pattern, a uniform pattern will solve the problem of students

  • Since it is a complex exercise, all state boards will have to come together to achieve the goal

  • The IIT entrance exams are already based on this principle

  • The results will become more comparable if a standard paper design is followed
