A five-member committee constituted by the government of Haryana recommended that the retirement age of teachers working in various universities across the state must be increased to 65 years. The government constituted the committee to review the standard of technical and higher education in the state. The committee also proposed that the term of Vice-Chancellor of a varsity shall be increased to five years or until the attainment of 70 years of age. Currently, the term of the Vice-Chancellor is three years.

Prof. B.K. Kuthaila is the Chairman of the Review Committee. On February 21, 2017, he presented a detailed report to the Chief Minister of State, Manohar Lal Khattar and Education Minister of State, Ram Bilas Sharma.

The report was also submitted in an audio version. The committee also recommended the government to follow the policies of Rashtriya Uchchatar Abhiyan strictly. The committee requested the state government to constitute Uchchatar Shiksha Parishad of Haryana wherein the Chief Minister of the state should act as the Chairman.

The committee studied and observed the higher education system in Haryana for eight months. The members of the committee visited various higher learning institutes and universities. They held interactions with teachers, officials and students.

As per the report submitted by the committee, every student should devote 25 hours per week either in the laboratory or in the classroom. The students must play a significant role in learning various skills other than basic ones.

The committee also recommended the government to grant the funds to varsities depending on the number of students, teachers and employees.
