UGC Orders Varsities to Consult MHA Before Engaging with Chinese Institutions

University Grants Commission (UGC) has ordered all the Indian Universities to take permission from the Ministry of Home Affairs before engaging in any activities with Chinese counterparts. Varsities can sign any student or faculty exchange pact with the Chineses Institutions after getting a nod from MHA and MEA.

The official letter has been sent out to the Vice-Chancellors of all the Universities with clear instructions. Rajnish Jain, UGC secretary told the varsities that recently got involved with the Chinese universities to not operate until the authorities look into the matter. Only after getting clearance from MHA, the varsities can perform activities in favour of the agreement.

The initiative was taken by the government to monitor the engagement of Chinese Institutions with Indian Universities. In recent times, quite a few Indian Universities entered Memorandums of Understanding with the Chinese Organisations with respect to student exchange, faculty exchange and opening of Chinese language centres in India. Some of the popular Indo-China Academic Engagements were:

• Sharda University Welcomes Chinese Students & Faculty to Learn Yoga
• Government School Teachers of Punjab Board to get Chineses Language Traning
• Jamia Millia Islamia to Host Chinese Language Workshop

Seeing the involvement of Chinese into the education sector of India, MHRD conveys that the clearance of MHA and MEA is essential before the proposal moves forward. Thus, all the Educational centres have to seek a nod on the matter of Exchange programmes, MoUs, Agreements, Letter of Intent, etc with the Chinese.

Universities that are currently involved with the Chinese Institutions will now wait for the MHA authorities for clearance.
