Police Force in the state of Bihar is the primary law enforcement agency in the state with its primary responsibility being maintaining law and order in the state, ensuring public safety and investigation of crimes. Supervises constables, maintains discipline among them, keeps crime records, and assists Sub-Inspectors (SI) in investigation and casework.

Assistant Sub-Inspector

ASI

Assists SI in maintaining law and order, supervises beat areas, files initial reports, and handles minor investigations.

Sub-Inspector

SI

Station-level officer responsible for registering FIRs, conducting investigations, arrests, and managing a police station under the Inspector’s supervision. Often in charge of small police stations or outposts.

Inspector

PI

In charge of a police station (Station House Officer – SHO). Supervises SIs and ASIs, handles major investigations, maintains law and order, and ensures crime prevention.

Deputy Superintendent of Police

DSP

First gazetted officer rank (Group-A). Heads sub-divisions of districts, supervises police stations under their jurisdiction, manages serious investigations, VIP security, and law & order in sensitive areas.

Additional Superintendent of Police

Addl. SP

Assists the SP in district-level administration, supervises law enforcement, coordinates crime control, manages operations, and handles special cases.

Superintendent of Police

SP

Head of district police. Responsible for crime control, law and order, public safety, administration of police force, and coordination with district magistrate and government.

Senior Superintendent of Police

SSP

Senior SP rank in larger districts. Has the same role as SP but with a bigger jurisdiction, often handling sensitive/major districts.

Deputy Inspector General of Police

DIG

Supervises multiple districts within a police range. Coordinates SPs, ensures law & order, oversees major crime investigations, and reports to IG.

Inspector General of Police

IG

Heads a police zone (comprising multiple ranges). Handles zone-wide law enforcement, disaster management, crime prevention strategy, and supervises DIGs.

Additional Director General of Police

ADG

Senior-most officer after DGP. Heads specific wings (crime branch, law & order, training, etc.), formulates policies, and supervises IGs.

Director General of Police

DGP

Highest-ranking police officer in Bihar. Head of the state police force. Responsible for overall policing, administration, policy-making, and coordination with the Home Department and state government.

Duties and Responsibilities of Different Ranks in Bihar Police

Supervision & Oversight

  • Responsible for supervising investigations especially in serious or important cases.
  • Inspect subordinate units, police stations; ensure records, case diaries etc. maintained properly.
  • Oversee performance, implement policies etc.
  • Carry out investigations, first line of contact
  • Conduct field operations, patrols, arrests etc. under instructions
  • Maintain station level records (GD, FIR, etc.) as required

Investigation

  • Approve or oversee investigations in more serious cases (murders, economic offences etc.).
  • Review challans, ensure lawful procedure, supervise quality.
  • Visit crime scenes when required.
  • Conduct the initial investigation, collect evidence, record statements, prepare reports under direction (e.g. from SI or Inspector)
  • Follow procedural rules (FIR, arrest, bail, etc.)

Decision & Authority

  • Can issue orders to non-gazetted officers, allocate resources, decide postings, give orders in emergent or special situations
  • Can legally authorize certain operations (depending on statute)
  • Responsible for policy implementation at their level
  • Execute orders from gazetted officers
  • Limited discretion; must get directions for higher responsibilities
  • Less decision-making on policy, more on execution

Administrative Duties

  • Approving budgets, reports, inspections
  • Ensuring legal compliance, coordinating with other government agencies (district magistrate, courts, etc.)
  • Handling sensitive or high-level public order tasks
  • Training, disciplinary actions for subordinates
  • Record keeping, daily logs, attending courthouse, managing station resources
  • Local coordination (e.g. local informers, patrols)
  • Basic administrative tasks like maintaining diaries, managing reports, assisting higher officers

Legal Powers

  • Powers under law to supervise arrests, searches etc., sometimes powers of authorization that non-gazetted do not possess
  • Can issue certificates/document authentication if statutory requirement
  • Powers to arrest, search, seize under direction or as permitted by law
  • Powers are more restricted; must adhere closely to legal framework and orders

Public Duties & Policing

  • Formulating preventive strategies, setting priorities for public order, managing communal or large scale unrest, disaster management
  • Liaising with higher government officials, policy implementation on internal security etc.
  • Maintaining law and order on ground
  • Crowd control, traffic, patrols, responding to complaints
  • Victim assistance, handling emergencies, first response etc.
