Niti Aayog has been given responsibility to suggest measures for the improvement of the regulatory framework of University Grants Commission (UGC). The primary objective of this initiative is to examine and improve the current higher education regulatory framework at par with contemporary national and global requirements. The initiative will also focus to enhance the quality of higher education in India.

As of now, Department of Higher Education, Ministry of Human Resource and Development (MHRD), Niti Aayog and University Grants Commission (UGC) have been assigned the task of finalising a regulatory framework for establishing 20 world-class institutions.

The draft guidelines and regulations have been published in the public domain for feedback and comments. The guidelines will suggest ways for implementing the regulatory framework. The identification and selection for world-class institutes will be done after finalising the guidelines and regulations.

Earlier, Union Minister of Human Resource and Development Prakash Javadekar indicated that Indian Institutes of Management would play a significant role in developing 20 world-class institutions in the country. Among the 20 institutes, ten institutes will come under government sector and the rest come from private sector.

He also explained that premier institutes like IITs and IIMs must go beyond their respective ideas of specialisation regarding technology and management to achieve the world-class tag. These institutes must admit more students from different streams as well. If institutes can give more emphasis to research, they would get the world-class tag.
