The Supreme Court made a proposal last week for creation of a three-member panel to have a mechanism to check malpractices in online exams for government jobs.

Justices Deepak Gupta and SA Bobde made this suggestion after advocate Prashant Bhushan mentioned that there has been an increase in cheating in exams in recent years, and candidates and honest students are the ones who end up suffering in the process.

Bhushan asked for court’s intervention and asked the judges to look into the matter. The court was hearing the matter regarding the alleged paper leak of the 2017 Staff Selection Commission (SSC) exam , which is conducted for the selection of candidates for central government jobs.

The court has told the government to not declare the SSC results and is in favour of cancelling the exam. It has given time to the Centre to come back with an opinion regarding conducting a fresh test either by the Central Board of Secondary Education (CBSE) or the National Testing Agency.

The papers of the SSC Combined Graduate Level (CGL) 2017 were allegedly leaked and this led to huge protests from job seekers. Amidst all the protests, the SSC had suggested a CBI probe into the paper leak allegations.

SSC is a government body for exams to recruit staff at various levels in ministries and departments. Lakhs of students appear every year for the SSC exam to enter government services in Group C and Group D categories of jobs after they qualify. The SSC Combined Graduate Level exam has a four-tier system in which tier I and tier II are computer-based while tier III and tier IV applicants take up a descriptive paper and a skill test or computer proficiency test.
