Small Universities to be Ranked Differently: Javadekar

A separate system to rank small universities will soon be adopted, as announced by Prakash Javadekar, Union HRD Minister, at Goa University’s convocation programme. The Minister also talked about the ‘no detention policy’ in the primary education system of the nation.

A different ranking system will soon be adopted for the Small Universities of the nation. The statement was delivered by Union HRD Minister, Mr. Prakash Javadekar, at Goa University’s convocation event. The Chancellor of Goa University and Governor, Mridula Sinha, also attended the function. He also said that the government is planning to set new outcome-based learning modules for the primary schools to track the process of learning of every individual student. The act will be initiated due to the 'no detention policy', which might turn to ruin the education system.

Vice-Chancellor of Goa University, Prof Varun Sahni addressed the gathering and underlined the unfair means of ranking the universities by a common process regardless of their size. The Union HRD Minister responded to this statement and said about the future implementation of the different ranking system for universities small in size. Adding to this, he also talked about the Modi Government’s initiatives to en route the system of education in the nation.

Talking more on this, Mr. Javadekar added that education should not be restricted to an input-led system, but it should also be an outcome-based system. The quality of outcome the institution is producing is more important than its infrastructure. The measuring instruments of the outcome of an institution are its students. More focus on the overall development is important and is the need of the nation. ‘No detention policy’ and ‘Right to Education (RTE)’ was also discussed by him in the function.

Further, he gave signs of supporting the amendment in the policy of the Right to Education Act which was implemented on 1 st April 2010 and was passed in the Lok Sabha. According to this policy, no student shall retain in any grade till Class 8. This policy has, however, shown a negative impact on the students and the education system in the past few years, he opined.
