Now, Aadhaar Card is mandatory for the students who are seeking fellowships. The deadline to declare the Aadhaar number is the last week of June. The clarification has been given by Ministry of Human Resource and Development. Now, HRD ministry will put one of its benefit programmes, i.e., fellowship scheme behind the UID or Unique Identity project wall.
As per the clarification that was given by HRD ministry, Aadhaar Card/Number is mandatory only for the fellowships provided by All India Council for Technical Education and University Grants Commissions (AICTE & UGC).

The purpose of the HRD Ministry to make Aadhaar mandatory is to ensure efficiency and transparency in the disbursal process of fellowships. Through this initiative, the beneficiaries will get the fellowships in a seamless and convenient manner. On the other hand, Aadhaar obviates the students to produce multiple documents to prove self-identity.
Now, students have time until June 30, 2017, to declare their Aadhaar number. If any student does not have an Aadhaar Number/Card, he/she will have to apply for the same and declare the enrollment number on or before the prescribed date.

The notification that was issued by HRD ministry on the same is applicable to all the states excluding Jammu & Kashmir, Meghalaya and Assam.
According to sources, there will be a delay in disbursal of fellowship to beneficiaries if they do not declare the Aadhaar number on time. Besides JRF, 17 fellowships will also be covered under mandatory Aadhaar rule. Some of them include the Emeritus Fellowship and Post-Doctoral Fellowship for SC and ST.
