The BSCC full form is Bihar Student Credit Card (BSCC) scheme that was launched on the occasion of Gandhi Jayanti on October 2, 2016. The primary agenda of this scheme is to help students from economically weaker sections to pursue higher education and encourage skill development. Under the BSCC scheme, you are eligible for an education loan of INR 4,00,000, provided you are a permanent resident of the state of Bihar and have passed Class 12. To avail of the loan, you are required to seek enrollment in a course at an authorised institute. What is the BSCC Scheme?

The BSCC scheme is an initiative by the Government of Bihar with an aim to provide financial assistance to students from Bihar aspiring to complete their higher education. You must have passed the 12th standard to avail yourself of the benefits of the Bihar student credit card. Under this scheme, eligible students can avail of loans of up to INR 4 lakh at low interest rates. The Bihar Student Credit Card Yojna covers the educational expenses of children in Bihar who are interested in pursuing higher education but are unable to pursue it because of family financial problems. It includes tuition fees, hostel fees, and the purchase of study materials like books and laptops. The funding obtained from the Bihar credit card scheme can be utilized to finance general courses like B.A/B.Sc and professional/ technical courses like engineering ( BTech course )/ medical (MBBS)/ management/ law.

In order to become eligible for the Bihar government student credit card scheme, you must fulfill the following eligibility requirements:

  • You must be a permanent resident of the state of Bihar.
  • You should be at least 25 years old.
  • You must originally belong to a poor background and be eager to complete your higher education.
  • You must have passed Class 12th.
  • You must note that the educational institution where you are admitted for higher education is recognized by the state or central government related regulatory agency.
  • It is mandatory for you to complete the entire course.

If you satisfy all the above-mentioned eligibility criteria, you can avail yourself of the following benefits under the BSCC scheme:

  • A maximum loan amount of INR 4 lakh per student.
  • The financial assistance is provided to cover your tuition fee of the institution, i.e. the expenditure to be incurred on your higher education. It also covers your hostel fees as well as the fee required for rented accommodation in case of nonavailability of hostel.
  • The Bihar credit card applies to polytechnic, technical, general, and professional courses at recognized institutions in Bihar.
  • Financial assistance is also provided to buy books and laptops.
  • Once the course has been completed and you have secured a job, you can start repaying the loan.
  • The interest rate of the loan is 1% per annum for Divyang, transgender, and girl students.
  • Since the loan is provided by the government, the recovery procedures are flexible to ease the financial burden on students. It may also happen that the government may waive the balance in certain cases.

Bihar Student Credit Card Application Process

The steps to apply for the Bihar Student Credit Card have been provided below:

  1. Go to the official 7nishchay Bihar website.
  2. If you are a new user, click the ‘New Applicant Registration’ button.
  3. Complete the online registration by filling out the details, such as name, email ID, mobile number, Aadhaar number, and OTP and click on the ‘Submit’ button.
  4. After successful registration, you will receive a message confirming the same, and the username and password will be sent to you by email and SMS.
  5. Next, go to the 7nishchay Bihar website and log in using the username and password.
  6. Visit the ‘Personal Information Page’, fill out the required information, and click on the ‘Submit’ button.
  7. After that, go to the drop-down list, select the ‘BSCC’ option, and click on the ‘Apply’ button.
  8. Fill out the BSCC form with all the mandatory details and submit it.
  9. Next, you will receive a confirmation message and acknowledgement number.
  10. For document verification, an appointment will be scheduled by the respective District Registration and Counseling Center (DRCC) and an email and SMS will be sent to you informing you about the date of the visit to the DRCC.
  11. Visit the DRCC with self-attested documents and submit them to the Multi-Purpose Assistant (MPA) for verification.
  12. The documents will be verified by the concerned authorities and the loan will be sanctioned by the bank, after which the DRCC will send an SMS and email informing you of the date on which you should visit the DRCC to collect the ‘Student Credit Card’ and sanction letter of the loan.
  13. To complete the documentation formalities, it is mandatory for you to visit the bank after collecting the ‘Student Credit Card’ and the bank’s sanction letter from the DRCC confirming that the loan has been sanctioned.
  14. After the loan is approved, it will be disbursed to you by the bank, and bank officials will inform the DRCC regarding the same.

  • Duly-filled common application form
  • Aadhar card
  • Pan card
  • Marksheet and Certificate of Classes Xth and XIIth
  • Copies of the letter conferring scholarship to the applicant (if available)
  • Approved course structure
  • Proof of admission
  • Fee schedule
  • Photographs
  • Income certificate of the previous year
  • Income tax return of the previous two years
  • Bank statement of the previous six months
  • Proof of residence (Passport, ID, driving license, Voter ID)
  • Tax receipt
