If you want to change your allotted college in 3rd phase counselling to Lovely Professional University, you must participate in the upgrade or sliding option during counselling. Log in to the counselling portal and modify your preference list by placing LPU higher. If the option is available and seats are vacant, you may get upgraded. Yes — with a 630 rank in TSPGCET for Civil Engineering as a BC-B category student, you can still get a seat at Lovely Professional University because LPU does not strictly depend on state exam ranks like TSPGCET for admission.
