Only those candidates who fulfil the M.A Sociology eligibility criteria laid down by the institute can apply for admission. Thus, you cannot apply for M.A Sociology admission at Smt VHD Central Institute of Home Science College, Bangalore with a Bachelor of Engineering degree.
