Selection Process after GATE 2025 Exam

Following the GATE 2025 exam and the announcement of the GATE 2025 result on 19 March 2025, the exam authorities will begin the counseling process. The counseling process is done to provide admission to several GATE 2025 participating colleges in M.Tech courses. The selection process is commenced based on a centralized counseling process. The GATE 2025 counseling process is commenced via two separate processes, the Common Offer Acceptance Portal (COAP) and the Centralised Counselling for M. Tech/M. Des (CCMT). The applicants who wish to seek admission to the top IITs are required to register themselves with the COAP portal. On the other hand, the applicants looking for admission to NITs, IIITs, and other colleges must register with the CCMT portal.
Students can use the GATE 2025 college predictor tool to predict their admission chances into their desired participating institutes.

I was allotted a college in tg pgecet phase 1. And I need to pay 30k fee. But I wish to move to phase 2. So is it mandatory to pay fee now to be eligible for phase 2. Or will I get access to phase 2 web options without paying that amount?
