The Indian higher education system comprises both public and private universities or colleges. The central and state governments run the public institutes/universities, while different societies and bodies run private institutes/universities. The University Grants Commission (UGC) has the authority to control all these institutes through pre-defined guidelines and norms.
Although universities enjoy autonomy with respect to framing the syllabus of different courses and conducting exams, there are other higher educational institutes in India that have the autonomy to award degrees. However, these institutes are not referred to as ‘university’ according to the provisions of the UGC Act. - They run and function as per their own rules, but of course, without violating the basic guidelines and norms set by the UGC.
- They have the liberty to frame their own structured syllabus and curriculum.
- They are allowed to conduct exams and declare the results without relying on the affiliated university.
- The syllabus, curriculum and examination system of these colleges is different from that of the state universities.
