Important instructions regarding NEET UG 2023 counselling are released at mcc.nic.in. Candidates must carry required documents to the allotted college and also follow the below-mentioned Important instructions regarding NEET UG 2023 counselling.
NEET UG Stray Vacancy Round counselling process has been concluded, based on the NEET UG 2023 counselling schedule. The stray vacancy round result was announced on September 26. Candidates were required to report to the allotted medical or dental college from September 27 to 30, 2023. The stray vacancy round registration ended on September 23 and the choice-filling process for the same ended on September 24, 2023.

The students participating in the NEET 2023 counselling must be aware of these important instructions as it will help them in completing their admission process hassle-free. It is advisable for the students to stay up-to-date with the counselling schedule so that no important NEET counselling event is missed.
In total, there will be four rounds of counselling – Round 1, Round 2, Round- 3, and a Stray Vacant Round. Through NTA NEET counselling 2023, students can apply for admission to 91,415 MBBS, 26,949 BDS seats, 52,720 AYUSH, 603 BVSc, 1,205 AIIMS, and 250 JIPMER seats across India.

NEET 2023 Counselling Process
Counselling for NEET 2023 exam will be be held in two ways – one for the 15% All India Quota (AIQ) seats and the other for the 85% State Quota seats. MCC is conducting the 15% AIQ counselling wherein 15% of the total seats in government colleges will be occupied by candidates applying from all across India. The remaining 85% of seats are offered to students in the respective state colleges. The State Quota counselling will be conducted by the respective State authorities.
NEET Counselling 2023 – Important Instructions for 15% All India Quota Seats
The Directorate General of Health Services (DGHS), on behalf of the MCC, is responsible for conducting the counselling for 15% of AIQ seats.
All state, central, and deemed universities will be participating in online counselling.
Through the NEET counselling 2023, seats for AFMC, ESIC, AMU and BHU will also be filled.
Candidates will be applying for the 15% AIQ seats as per the directions of DGHS and if seats are left vacant after 2 rounds of counselling, they will be filled in the mop-up round.
Candidates participating in the AIQ counselling are also eligible to apply for the State Quota seats in the respective states.
NEET Counselling 2023 – Important Instructions for 85% State Quota Seats
For admission under the State Quota, students will need to apply to their domicile states. The concerned State Counselling Authorities will publish a merit list based on the rules of the state.
Apart from the government colleges, counselling for private colleges will also be held by the state authorities.
Candidates will have to register on the official website of the respective state to register.
NEET 2023 counselling for state quota seats will be conducted based on the rank of the candidate as per the state merit list.
Admission to colleges in Telangana, Andhra Pradesh, and Jammu & Kashmir will be done strictly on the basis of state counselling.
NEET 2023 Counselling – Eligibility Criteria
Candidates qualifying the NEET 2023 exam are eligible to apply for counselling. However, the following criteria also need to be met:
Candidates must score a minimum of 50th percentile (45th percentile for General – PwD candidates and 40th percentile for SC/ST/OBC candidates) in the entrance exam.
Candidates (excluding those belonging to Jammu & Kashmir) must have qualified for the All India Quota merit list released by the Ministry to participate in the 15% AIQ counselling.
Candidates must register themselves on the MCC official website to take part in counselling.
Important Instructions for NRI Candidates
Candidates who wish to apply for NEET 2023 counselling under the NRI status must fulfill the following eligibility criteria:
As per the orders of the Supreme Court of India, NRI candidates must submit all relevant documents to support their claim to change their nationality from Indian to Non-Residential Indian.
Candidates must share all the documents in a single email to ug.nri.mcc@gmail.com as per the schedule. They are also advised to keep track on the MCC website to stay updated on any recent developments.
Candidates who fail to share their details as per the schedule will not be considered for the counselling process.
Candidates will need to share the following documents to change their nationality:
Documents claiming that the NRI status of the sponsorer i.e. Visa, Passport etc.
Certificate/documents showing the relationship of the candidate with the sponsorer (NRI).
Affidavit from the sponsorer claiming he/she will sponsor the complete course fee of the candidate.
Certificate from the Consulate or Embassy
NEET 2023 Scorecard of the candidate.
Important Instructions for OCI Candidates
OCI (Overseas Citizen of India) candidates can also participate in the NEET 2023 counselling as per the orders of the Supreme Court of India. However, they will be eligible to apply only under the Open Category seats at par with Indian citizens.
NEET 2023 Counselling – Registration Process
Candidates looking to appear for the counselling of the NEET 2023 exam can check the steps of the detailed procedure here.
Step 1: Online Registration
Visit the official website of MCC and click on ‘New Registration’.
Enter your personal details, like Name, Registration No., Roll No., Contact No., etc. and click on the ‘Submit’ button.
Next, all your details available in the NTA database will be displayed onscreen. Verify all the information and click on ‘Confirm Registration’.
Once registered successfully, a Registration Slip will be generated. Candidates are advised to save and download the slip, and get a printout of the same.
Step 2: Payment of NEET Counselling Fee
Registered candidates have to pay the NEET 2023 counselling fee through online mediums, like Net Banking/Credit card/Debit card. Details of the category-wise counselling fees for different institutions are displayed below:

Step 3: Choice Filling & Locking
Next, candidates will have to submit their college and course preferences while keeping the NEET 2023 scores in mind since admission will be based on merit.
From the list of colleges displayed onscreen, one can fill in as many choices as they want in order of preference.
Once done, enter your Password and click on the option saying ‘Lock Choices’.
After Choice Locking, candidates will not be allowed to make any changes.
Take a printout of the locked choices, date and time of locking, IP Address, and a System-generated Unique no.
Step 4: Seat Allotment Result
MCC will release the seat allotment after each round of counselling. The seats are allotted based on the candidate’s preference, NEET scores, AIR, and the availability of seats in institutes.
Step 5: Reporting to College
Candidates will have to report to the allotted colleges with certain documents to finish the admission process.

NEET 2023 Counselling - Reservation Criteria
As per the NEET reservation criteria, seats will be reserved for candidates on the basis of their categories viz. General-EWS, SC/ST/PwD, OBC-NCL etc. Check out the percentage of seats reserved for various categories here:

Important Instructions to Keep in Mind for NEET 2023 Counselling
Online registration will be accessible through the Medical Counselling Committee's official website (MCC).
After considering the seat matrix that has been published on the website, fill out the choice option form. The seat matrix shows the number of seats available for the All India Quota, MBBS/BDS programs, deemed universities, AIIMS, and JIPMER counselling.
Before you lock in, double-check your choices as there will not be another chance to modify the preferences.
NEET counselling also categorizes the seats reserved for various kinds of candidates in each college, such as General, Scheduled Castes/Tribes, and OBCs.
If you are satisfied with your seat allocation in the 1st Round of counselling and are willing to take admission, report to the allotted college within the specified time.
If you are unhappy with your seat allotment and want to change it, you can request a seat upgrade in the next round.
You must register for each new round of counselling up to the mop-up round.
One major thing to remember after the 1st round of counselling is that you will have to complete the choice filling process again, regardless of whether you completed it in the previous round.
Candidates who did not receive seats in both rounds do not need to register for the mop-up round. They must, however, re-enter their choices.
The fee of the counselling registration varies by category and is non-refundable.
If the candidate does not join the college in the second or following rounds, the security deposit will be lost. In a deemed university, it would cost around INR 2 lakh. If the candidate chooses to 'free exit' by relinquishing the security deposit, they will be eligible to participate in the mop-up round or in-state counselling.
Those who accepted the seats in the 2nd round of counselling on the other hand are not eligible for the mop round or any state-level counselling.
