Dear student, a B.Tech degree holder in IT cannot apply for M.Tech Genetic Engineering admission. Only those B.Tech candidates can apply for M.Tech Genetic Engineering admission who have obtained their qualifying degree in Biomedical Engineering or Biotechnology (or any relevant subject).
