Courses/ colleges shall be assigned strictly in line with the rank list and category lists for the General Merit and Reservation categories.
Here are the major steps in the option processing and allotment process of Kerala CEE LLM 2025 -
Allotment Schedule and Allotment Memo:
After the registration period, the options will be processed, and the allotment for all programmes will be published on the CEE's website, www.cee.kerala.gov.in, on the date specified by the CEE. The allocation memo, which may be printed from the website or the candidate login, will show the course and institution to which the applicant has been assigned and the amount to be paid for the course. The CEE will issue all necessary notifications regarding the allocation schedule.
Remittance of Fee:
The stipulated course fees must be paid by the individual at the college assigned to them when applying for admission.
Admission for all courses:
Students who have been approved for a programme and have paid the required tuition by the CEE's deadline must enrol in the program's corresponding college. Aspirants who do not pay the required money or who do not enrol in the college by the deadline set for doing so will forfeit their enrollment spot and any other choices that may have been available to them.
If a candidate receives an offer they accept and does not wish to be considered for the remaining possibilities, they will have the option to cancel those options.
Last Rank Details:
Following each allocation, the allotment's final rank information will be made publicly available on the internet and published following the event. The final rank that is assigned will be the candidate's rank; it will not be the candidate's position in the category list.
After the second stage of the centralised allotment procedure, the Commissioner for Entrance Examinations carries out a mop-up allotment to fill any vacancies that may remain or appear in the several Law Colleges that offer the LLM Course. Applicants who are included in the Rank List or Category-wise Lists of candidates for the LLM course can enrol fresh options for mop-up allocation through the official website following the directions given by the CEE.
Candidates who previously enrolled in a college due to being selected in the CAP's first or second phase results are still fit to participate in the mop-up allocation provided they register new alternatives.
Here are some general rules of Kerala CEE LLM mop-up allotment -
Conversion of seats
If a category seat remains unfilled due to a lack of alternatives, even after new options are registered for the mop-up allocation, the below conversion formula will be used as part of the mop-up allotment procedure. As a result, candidates are recommended to register choices for mop-up allocation in advance of any openings that may develop as a result of the appropriate category conversion requirements.
Conversion Category | Category Converted to |
|---|---|
SC | ST |
ST | SC |
SC, ST | OE |
OE | SM |
Categories under SEBC | SM |
PwD | Mandatory Reservation Pool |
Registration Fees
Candidates who want to register options in the mop-up allotment must pay separate registration costs to the Commissioner for Entrance Examinations. Candidates who choose to register only for Government Law Colleges must pay an amount set by the government as an annual tuition fee as a registration fee to the Commissioner for Entrance Examinations. Candidates who wish to register for self-financing law colleges must pay one-third of the annual tuition cost set by the government (up to a maximum of Rs 10,000 only) as a registration fee to the Commissioner for Entrance Examinations. In this instance, candidates can apply to both Government and private law schools.
The registration fees of applicants who do not receive any allotment during the mop-up phase will be refunded, however, the registration fee of applicants who do not join the course despite being allotted through the mop-up phase will be viewed as a penalty and will not be paid.
The allocation to colleges will be based on the distribution of slots for the programme in each institution. However, when the above-mentioned selection process is applied, the distribution of seats for allocation in certain colleges is likely to alter. Following the online allotment process, the shortlisted candidates will get an allocation/ allotment memo (Final Selection Memo). Candidates are required to report to the college to which they have been selected. Candidates should come to the institution with their parents/ guardians to apply for admission.
Under no circumstances will an extension of the deadline for reporting to the college be granted. Failure of the aspirant to appear before the Principal on the stated date and time would result in their admission to the programme being forfeited, and they will not be accepted for any future openings. Vacancies that arise after the initial round of seat allotment will be filled per the candidates' rank and options and the reservation criteria based on the priority indicated on the options form. There will be no transfer of applicants from one institution to another.
Candidates who receive TC after enrolling in a college are ineligible for additional allotments under the Centralised Allotment Process (CAP)

Reporting at the College
Candidates who receive an allotment must report to the Principal / Head of the concerned institute with the appropriate documents for an individual interview on the dates specified.
Verification of the Documents
The Principal / Head of the institution must be personally accountable for checking and certifying the authenticity of the paperwork or documents presented by the candidate while requesting enrollment to the institution.
Failure to Report for Admission
Applicants who do not join the college on the specified date will be denied admission later. They will not be eligible for any future Centralised Allotment Process allotments (CAP). The statewide selection principle determines admission and seat allocation.
As a result, the total number of slots offered in all institutes will be divided statewide for the various categories using the required reservation principle outlined in the guidelines. While doing selection according to the statewide seat rules, an institute-wise division of seats for the various categories will also be maintained. The authorities will simultaneously follow the reservation principle institute-wise, for the distribution of seats for the programme in each college.
Selection / Allotment of College
The candidate's rank will determine the selection and allocation of a candidate to any institution in the application process and the number of open seats at the particular moment when the candidate submits their preference. When calculating the share of reservation, a candidate from a reserved category entitled to admission on the grounds of their merit will have the option of enrolling to colleges where a defined number of seats have been kept for the reserved category.
However, when doing so, he will be considered to have been admitted as a candidate from an open category, not as a candidate from a reserved category. This is because he is entitled to admission on the basis of his merit.
