The answer to this question is very subjective as it depends on the university as well as the popularity of the course you are applying to.
Generally, you can apply to almost all of the foreign universities offering MS with 1 or 2 backlogs. However, you may be expected to provide a reason for having backlogs in your Statement of Purpose (Personal Essay).
Candidates who have more backlogs than this in their undergraduate degree are not advised to apply for the top universities, as there are strong chances that their application will be rejected.
We would suggest first shortlisting the course and the university based on your interests and career goals. Your backlogs may be ignored if you show good reasoning for your selection of college or course.
You may also check the Admissions Policy of the colleges you are interested in to find out if they have any rule against backlogs.
