Will I be able to fill the AFMC application form this year?

You will be able to apply for AFMC this year, once you have cleared the class 12 examination. However, all admissions to the AFMC course is based on NEET examinations. Therefore you will first be required to register for NEET-UG, after clearing NEET-UG, you will be able to choose to apply for AFMC.
