I got 1,25,000 rank in jee main but I'm not qualified due to my general open category. Can I apply for counselling to get into NIT

No, if you haven't qualified for JEE Main, you cannot apply for JoSAA (Joint Seat Allocation Authority) counselling. JoSAA counselling is for those who have qualified for either JEE Main or JEE Advanced.
