It is government or private college

Dear student, The Sri Jayadev College of Education and Technology has been granted permanent concurrence by the State Government and permanent affiliation from Utkal University from 1990-1991 and 1992-1993, respectively. This means that the state government has approved the college but it is not a government college but a private college.
