Yes there are various government colleges in Delhi NCR. University of Delhi offers B. Sc in Biomedical Science across many of its affiliated colleges:

• Gargi College
• Ramjas College
• Sri Venkateshwara College
• Kirori Mal College
• Zakir Hussain College
• Deshbandhu College

DU has announced its 2nd cut-off list yesterday. Check if you are eligible. 

Besides these, Meerut College also offers B. Sc courses. Good luck!
