The first step, however, would be focusing on gaining admission into a B.A. LLB programme. For your reference, here is a list of colleges offering BA LLB course in India. Some universities such as BML Munjal University (BMU), Gurgaon offer scholarships to meritorious students. You can check the websites of other colleges as well for any available scholarships.
Apart from that, you can seek an education loan. Education loans are available in all Indian banks and you can apply for a loan if your college or university does not have any scholarships available.
UGC has created a Vidya Lakshmi portal, which compiles the list of banks offering education loans in India. The portal can be used to check the schemes offered by multiple banks as well as to apply for loans and track loan applications.
